Volusia residents also expressed concern that developing the old pre-stressed concrete plant site would cause environmental impacts to Mosquito Lagoon. While the plant was in operation, kerosene, motor oil and various chemicals used to treat the concrete forms were allowed to seep into the ground at the site. A current proposal is to put a marina on the site.
