Gov. Bush has proposed combining the Department of Community Affairs (DCA), the state's growth agency, with the office of the Secretary of the State.
This merger is expected to further reduce the already greatly reduced role of the DCA.
The DCA played an important role keeping county and city comprehensive plans from being compromised to suit developers.
Since Gov. Bush's election DCA's role has been marginalized. Florida's population is currently growing faster than India's.
Each year 300,000 new residents move to Florida.
These new residents cause over two million acres of farms and undeveloped lands to be converted to city each year and consume an additional 58 billion gallons of water each year.
